Service Objectives

The Hotline and Outreaching Service Team (HOST) aims to provide immediate intervention on family and personal problems, emotional problem, mental health problem as well as other interpersonal and adjustment problems through hotline, immediate outreaching and referral services.

Service Targets

Regardless of Age, Gender and Race

Callers transferred from the Social Welfare Department Hotline <2343 2255>, 1823 Call Centre and Police Referral Line, including:

  • General Public
  • Professionals
  • Public Officers
  • Persons who require service information or assistance

Service Scopes

Hotline Service

To:

  • Provide immediate professional advice or counselling
  • Handle enquiries for service information
  • Make referrals to appropriate service units if needed
  • Provide communication backup support to SWD after office hours outreaching teams

Outreaching Service

For:

  • Cases involving suspected battered spouse
  • Acute marital / family / interpersonal conflict
  • Acute emotional problem
  • Cases with immediate need for food / warm clothing

Referral Service

To:

Social Welfare Department and non-governmental organization (NGOs), Hospital Authority, Police, other governmental departments, or appropriate parties.

Operating Hours

Monday to Friday:
From 5:00pm to 9:00am of the following working day.

Saturday to Sunday:
From 12:00 noon of Saturday to 9:00am of the following Monday or working day, whichever is the later (if Monday is a public holiday)

Public Holidays:
Whole day

Termination of Services

  • By initiation from service users, or
  • By mutual agreement between service users and responsible social workers
